Skates. They actually fit ice skate blades on a pair of cappies. Susannah will never cease to be amazed by the things the Capitol comes up with. She can't say she likes the outfit they put her in--not the least because it's so damn skimpy and some of the healing bruises from her incarceration are still visible--but at least there's gloves to make crawling on skates a little easier. It's good that she learned to skate as a girl. She thinks she can apply that to the cappie-skates. And maybe these are frivolous things to think about while she's waiting but if she thinks any deeper thoughts she might end up doing something stupid.

And then that blond fellow from Harley's district starts making a speech and the corners of her mouth turn up in a smile because even if it's a damn fool speech to make, even if it'll get him killed, it means something that he's willing to make it, even if it's the worst time to try. Her thoughts are interrupted by the explosion. And then, after, when the gong rings, she knows she needs to get to the keys, she can't take the time yet to figure out who the fallen are, she has to skate fast because she meant it, she's not going to fight until she's off this ice, not unless someone attacks her first, and if you don't want to fight you have to move fast.

In this case, it turns out to be pretty handy to be lower to the ground than anyone else. Susannah makes it to the keys, grabs one, and starts skating away to look for Roland.
