Tony knows his friends can be used against him. Especially Bruce as the man is the only one he's openly and constantly friendly to, and has already been treated terribly simply for letting Tony talk him into breaking out Topher.

But when they're being forced to murder people that don't deserve it, that whole need to keep restrained for their safety get's a little shaky. That and he's applying logic to the situation, that means he's not directly having a go at the capitol specifically, right?
