He moves to take one of her clenched hands in his own, gently easing it out of a fist and holding it in his hand, focusing on it. After a short moment, he smiles at it then up at her.

"It's fine, I don't regret what I did. Sometimes, something is worth the risk, even if there's no reward," only punishment. He appreciates her sentiments, her kindness, but he truly doesn't regret taking this chance for Carlos. His only regret was involving Bucky.
